For the website you can go to WordPress.com and make one free, but it's hosted on their server which means it is going to SEO for their site. Not your URL. So go to GoDaddy, buy a URL, then go to HostGator and buy server space. After you have done that. Please please please don't pay someone to do this for you... HostGator and GoDaddy have GREAT customer support. Use them, it's free with what you already paid them. They will help you point your website URL to your server and teach you a lot in the process. all free, after you spend the few bucks to buy hosting and a URL.
Second incorporate some graphics into your articles, into your pages or your posts. I use Jing for all my screen grabs. It's FREE and it allows you to create arrows, and put text and bubbles and highlight stuff very very easy. Next if you are looking to actually edit images, or make a collage, or create certain pixel size images for your blog you are going to need something a little more refined for that specific task. Another free program I use is called Picnik. Great for image editing.
Third key words. This is the most important part of building a website, it should be step one but most people already bought a URL before they try to learn how to build a website. So if you really want to rock and generate a lot of traffic go to adwords.google.com and you'll see in one of the drop downs something labeled keyword tool. You want to search, and research and do a lot to find good key words that are getting around 5,000 searches per month. That's a nice number and means you will probably be able to rank high in the first few months.
